Why there aren't Steven, Lance and Blue?
Steven teams (Emerald Meteor Falls, OR/AS Champion Rematch) are weak to a huge number of types, including dark (Sidney, Morimoto, Grimsley, N, Marshall), ghost (Phoebe, Shauntal, Caitlin) and water (Sidney, Morimoto, Drake, Iris, Wally, Cynthia) and have only few super-effective moves to dragon type (Drake, Iris and Benga's teams) and fight type (Marshal team).
Lance is weaker than some other dragon type trainers because his pokemon are extremely weak to dragon, rock and ice types (Sidney, Grimsley, Drake, Alder, Iris, N, Marshal, Benga). Benga and Iris, on the contrary, are parcially protected by these weaknesses because they have not only dragon type pokemon in their teams. Also Drake, which is at the same highest level of Lance (075), is stronger than Lance because he has dragon type pokemon with a minor number of weaknesses like Dragalge and Kingdra. Yet another reason to exclude Lance from this list is the fact that in 3rd and 4th generation the matchup was not so much extended, so he doesn't have so much super-effective moves to another types exept for dragon type.
Blue strongest teams (Fire Red / Leaf Green Champion Rematch) have a limited number of super-effective moves because in 3rd generation there wasn't an extended matchup. In 4th generation, Blue has a very cool team (HG / SS Fighting Dojo Rematch), however, it reveals a lot of weaknesses because of Exeggutor, Rhyperior and Tyranitar.
